GoCarma Now Available Through the TIPS Cooperative Purchasing Program

We’re excited to share that GoCarma products are now available through the The Interlocal Purchasing System (TIPS)—a national cooperative purchasing program used by public agencies across the U.S.

For cities, counties, transit agencies, and transportation authorities, this means faster access to GoCarma’s smartphone-based solutions for tolling, HOV verification, road usage charging (RUC), VMT banks, and mobility wallets—without the delays of a traditional procurement process.

What Is TIPS?

TIPS is a competitively awarded cooperative purchasing program managed by the Region 8 Education Service Center in Texas. Similar to federal GSA schedules or California’s SLP, TIPS allows eligible public agencies to “piggyback” on pre-vetted contracts rather than issuing their own RFPs.

Why This Matters for Agencies

Being available through TIPS removes several common procurement barriers:

No RFP Required
Agencies can bypass the typical 6–12 month competitive bidding cycle. Because TIPS contracts are already competitively solicited and awarded, agencies can issue a purchase order directly to a TIPS-authorized vendor.

Built-In Compliance
TIPS satisfies competitive procurement requirements in most states, including Texas and California, reducing legal and administrative risk.

Faster Implementation
For agencies facing fiscal-year deadlines, pilot timelines, or urgent transportation needs, TIPS significantly accelerates contracting and deployment.

Supporting Modern Transportation Programs

As agencies explore new approaches to funding, pricing, and managing transportation systems, procurement speed matters. Availability through TIPS makes it easier to launch and scale programs such as:

  • Road usage charge (RUC) pilots and long-term programs

  • VMT banks that allow drivers to prepay, manage, or reconcile mileage-based charges

  • Mobility wallets that support incentives, credits, and multimodal use cases

  • Managed lane pricing, enforcement, and HOV/HOT verification

  • Equity-focused mobility and incentive programs

By reducing procurement friction, agencies can focus less on contracting and more on delivering innovative, user-friendly transportation solutions.
